Yes, the decision to localize professions applies to the professions targeted by the decision within the establishment, as do the penalties stipulated by law, regardless of the establishment’s Nitaqat classification. In other words, the establishment’s Nitaqat category does not affect the calculation of the localization percentage for the occupational safety and health profession.

Therefore, this decision was implemented gradually until reaching the maximum localization percentage of 70% by 2022. The establishment may employ statutory retirees in accordance with the Labor Law; however, they are not counted toward the localization percentage.

According to the Saudi Labor Law, there is no minimum wage requirement.

With regard to the application of the provisions of this decision, the duties of this profession must be performed as a primary job by a worker dedicated solely to occupational safety and health. As for the participation of employees representing various departments or divisions in occupational safety and health responsibilities, this is appropriate, provided that it does not conflict with the provisions of this decision regarding the appointment of workers dedicated to occupational safety and health, according to the employment and localization percentages, and the Professional and Practitioner levels specified in this decision.

The percentage of employment and localization is calculated when the worker concerned with the profession obtains an occupational safety and health certificate with an accreditation number from the approved entity or entities authorized to issue it. The employer then enters the accreditation number in the General Organization for Social Insurance (GOSI) system in the designated field. After that, the employment and localization percentage is calculated automatically.

Arabic is the primary language for delivering training, training materials, and examinations. However, there are training centers that can provide the training, training materials, and examinations in English.

A number of dedicated training hours are allocated within the Professional and Practitioner training curricula to teach and qualify trainees on the commonly used English terminology in the profession. This helps them integrate more quickly into the work environment and adapt to the profession’s terminology in English.

Efforts have been made to provide the largest possible number of qualified training centers to deliver the Professional and Practitioner training curricula across most regions of the Kingdom.

Quality standards have been carefully established, starting from the development of the training curriculum, through the qualification of training centers to deliver these specialized curricula, as well as monitoring and supervising how the training and assessment are conducted by neutral auditors. This extends to the examinations, including their confidentiality and grading, which are handled by neutral evaluators and experts from the approved entity.
